Zengcheng District Transportation Bureau, all directly affiliated units, and all towns and sub-districts:

　　In accordance with the provisions of Catalogue of Priced Items in Guangdong Province (2022 Edition), Guiding Opinions of Guangdong Provincial Development and Reform Commission, Guangdong Provincial Department of Housing and Urban-Rural Development, Guangdong Provincial Department of Transportation and Guangdong Provincial Market Supervision Bureau on Improving the Charging Policy for Motor Vehicle Parking Services (Yue Fagai Gui 〔2022〕 No. 10), Guangzhou Parking Lot Regulations (2021 Edition) and other relevant regulations, and with the approval of the People's Government of Zengcheng District, our bureau hereby notifies the relevant matters concerning the charging standards for temporary berths on urban roads in Zengcheng District as follows:

　　I. Scope of Application

　　This policy applies to temporary berths on urban roads within the administrative region of Zengcheng District, which are managed by the District Transportation Administrative Department.

　　II. Parking Fee Scope (Charged Roads)

　　Those who use all-day permitted parking berths during the parking fee collection period shall pay the fees for urban road temporary parking berths. No fees for urban road temporary parking berths shall be charged for other types of berths or road sections, such as night-permitted parking sections and dedicated berths (except for charging-dedicated berths).

All-day permitted parking berths and night-permitted parking sections shall be determined in accordance with the planning for the setup of urban road temporary parking berths in our district; special-purpose berths shall be identified based on the relevant signs within the urban road temporary parking berths.

　　III. Charging Standards

　　During the parking fee collection period, the charging standards for urban road temporary parking berths for the use of all-day permitted parking berths are as follows:

　　"Key road sections" and "non-key road sections" shall be determined in accordance with the planning for the setup of temporary parking berths on urban roads in Zengcheng District. The District Transportation Administrative Department shall mark the on-site signs indicating a road section with all-day permitted parking berths is a "key road section" or a "non-key road section" to facilitate identification by the public.

　　The charging standards use a natural day (0:00-24:00) as the billing cycle. Within each billing cycle, the parking fee collection periods are: weekdays (08:00-20:00) and non-workdays (10:00-21:30). No fees will be charged during other periods. Vehicles parked continuously for two or more (inclusive) billing cycles shall be charged the urban road temporary parking berth fees incurred in each billing cycle separately in accordance with these charging standards.

　　The time-based billing unit for this charging standard is 30 minutes. After a vehicle leaves, the system automatically generates a pending payment order, and the timing and charging of different orders are relatively independent. For the same vehicle that consecutively generates two or more pending payment orders on the same road section, if the interval between two adjacent orders is less than 30 minutes, the subsequent order will not be eligible for the 30-minute free parking benefit.

　　For cases such as vehicles parked over the line, partially occupying a space, or parking in areas occupied by construction, the parking fee shall be paid based on the actual number of berths occupied (with any fraction of a berth counted as one) and the duration of occupation.

　　IV. Preferential Policies

　　(1) Vehicles with a parking duration of 30 minutes or less (inclusive) are exempt from paying urban road temporary parking berth fees. For those with a parking duration exceeding 30 minutes, the first 30 minutes shall not be included in the parking duration.

　　(2) During the parking fee collection period of each billing cycle, new energy vehicles can enjoy a free parking benefit for up to 1 hour (inclusive) when parking for the first time in a charging-only berth to recharge (this does not stack with the 30-minute free parking policy). In addition, new energy cruising taxis are entitled to a free parking benefit of up to 1 hour (inclusive) per stay, with a maximum of 3 stays per day in all-day permitted parking berths. However, if the parking duration of the aforementioned two types of vehicles exceeds 1 hour, the excess part shall be charged in accordance with this charging standard for urban road temporary parking berths.

　　(3) Fire engines, ambulances, emergency rescue vehicles, military and police vehicles, as well as other vehicles that are legally required by laws and regulations to be exempt from motor vehicle parking service fees, are exempt from paying urban road temporary parking berth fees.

　　(4) Disabled motorized wheelchairs parked in dedicated berths for handicap parking are exempt from paying parking fees. If a disabled motorized wheelchair is parked in non-dedicated berth, the parking fee shall be halved in accordance with the prescribed standards.

　　(5) If vehicles are required to immediately leave urban road temporary parking berths due to traffic control, emergency disposal, emergency rescue, or other such needs, they shall be exempt from paying the urban road temporary parking berth fee for that time.

　　(6) Parking credit management shall be implemented. Users of urban road temporary parking berths shall pay the fees in full and on time after completing their parking. Vehicles with records of unpaid urban road temporary parking berth fees for more than 72 hours shall not be eligible for Items (1) and (2) of the preferential policies herein.

　　V. Charging Entity and Charged Object

　　The District Transportation Administrative Department is responsible for collecting the fees for temporary parking berths on urban roads in Zengcheng District, and may entrust organizations eligible under statute to implement the fee collection.

　　Users of all-day permitted parking berths in Zengcheng District shall pay the fees for urban road temporary parking berths in accordance with the standards specified in Article 3 of this notice.

　　The District Transportation Administrative Department shall provide electronic payment methods in accordance with regulations when collecting fees for urban road temporary parking berths.

　　VI. Work Requirements

　　(1) Conduct regular evaluations on the planning for the setup of urban road temporary parking berths. The planning for the setup of urban road temporary parking berths shall be evaluated by the Zengcheng District Transportation Administrative Department in conjunction with the District Traffic Police Department. The evaluation shall be conducted at least once every two years, based on the operation of urban road traffic and changes in parking demand within the district. Optimizations and adjustments shall be made in accordance with the evaluation results, and urban road temporary parking berths shall be promptly revoked if they affect the normal passage of vehicles, if surrounding parking lots can already meet parking demand, or if their utilization rate is excessively low, among other such circumstances.

　　(2) The vehicle parking fee policy shall be dynamically adjusted and improved. The District Price Administrative Department shall evaluate the standards for urban road temporary parking berth fees in our district at least once every five years. The evaluation results shall serve as the basis for adjusting the charging standards, and timely adjustments and improvements shall be made to the pricing tiers, time-based billing unit, free preferential policies, and other related contents in accordance with the work arrangements of the state, province, city, and district.

　　(3) Regularly disclose the status of fee collection. The fees for urban road temporary parking berths in Zengcheng District shall be incorporated into departmental budget management in accordance with regulations, fully paid into the local finance, and subject to the "separate management of revenue and expenditure" system. The District Transportation Administrative Department shall disclose the status of fee collection to the public annually.

　　(4) Strengthen internal supervision and the prevention and control of integrity risks. The District Transportation Administrative Department shall, in light of the actual situation of urban road temporary parking berth management, establish and improve integrity prevention and control measures, strengthen personnel supervision, handle violations strictly in accordance with the law, publicly announce the supervision and complaint telephone number, and accept supervision from all sectors of society and the general public.

　　(5) Standardize and guide the use of urban road temporary parking berths. The District Transportation Administrative Department shall formulate an inspection and management system for urban road temporary parking berths, conduct inspection and supervision, stop and rectify illegal acts of occupying berths by means of ground piles, ground locks, obstacles, etc., assist relevant units in handling illegal acts such as unauthorized charging and private marking of berths, promptly accept and dispose of parking complaints regarding urban road temporary parking berths, and maintain the order of temporary berth usage.

　　(6) Ensure the disclosure of information about toll roads. The District Transportation Administrative Department shall set up signboards for urban road temporary parking berths, and publicly announce information such as the basis for charging, regional types, information of the management unit, charging standards, number of berths, parking time periods, parking directions, types of vehicles allowed to park, and supervision and complaint telephone numbers, so as to accept social inquiries and supervision.

　　VII. Time of Implementation

　　This notice shall come into effect on September 1^st , 2025 and be valid for five years. The "Notice of the Zengcheng District Development and Reform Bureau of Guangzhou on the Charging Standards for Temporary Berths on Urban Roads in Zengcheng District" (Sui Zeng Fa Gai [2020] No.71) shall be repealed simultaneously at the same time.
