Several Measures of Financial Support for Urban-Rural Integration Development in Zengcheng District, Guangzhou (Revised)
In accordance with the Notice of the Guangdong Provincial People’s Government on Printing and Distributing the Implementation Plan for the National Urban-Rural Integration Development Pilot Zone in the GuangdongGuangqing Junction Area, and the Notice of the Guangzhou Municipal People’s Government on Printing and Distributing the Implementation Plan of Guangzhou (Area) in Guangqing Junction Area in National Urban-Rural Integration Development Experimental Zone, during the pilot period from 2021 to 2025, the following measures are formulated to promote financial support for urban-rural integration development, improve the rural financial service system, strengthen the construction of the rural credit environment, enhance rural property mortgage guarantee capabilities, facilitate capital flow, and promote rural economic development.
First, improve the construction of rural financial infrastructure
(1) The construction of a full coverage network of rural financial institutions supported by three levels of institutions, namely, township-level bank outlets, rural financial service stations and agricultural cash points.Financial institutions are encouraged to extend their branch networks, reasonably adjust their locations, and, in principle, set up rural revitalization financial service stations in line with Zengcheng district’s “New Village Demonstration Belt” construction, which aims to effectively integrate advantageous resources. Financial institutions are supported to optimize the management of rural revitalization financial service stations, which will also promote Party-building activities, financial literacy, inclusive financial products, and public service payments. In accordance with the standards for newly established rural revitalization financial service stations in Guangzhou, a one-time subsidy of no more than 150,000 yuan from higher authorities will try to be given to institutions for the opening of such stations. Establish a village committee evaluation mechanism to encourage these stations to offer “fixed-point, fixed-time, fixed-person” (three-fixed) services. Based on the “classified, graded, and staged” management principle, rural revitalization financial service stations that are set up and operational in Zhenguo, Paitan, and Xiaolou Township will receive an operational subsidy of 50,000 yuan per year, depending on the evaluation and verification by the village committees. (2) Promote banking institutions to innovate online comprehensive service models.
First, promote banking institutions to innovate credit service models for middle, small, micro-sized enterprises, as well as the “three rural” sectors (agriculture, rural areas, and farmers), using big data and technologies to solve issues such as “ difficulty in first-time loans” and “difficulty in loan renewals”. Urge financial institutions to optimize the extension procedures for inclusive small and micro-sized enterprise loans, ensuring all eligible loans are extended when needed, and guide financial institutions to appropriately lower interest rates. Second, promote discounted benefits in the rural payment industry to reduce service costs. Encourage banks and non-bank payment institutions to offer safe and reliable online payments, mobile payments, and telephone payments in rural areas. Increase marketing subsidies and transaction fee reductions to enhance the mobile payment user experience. Strengthen the construction of mobile payment applications in daily scenarios such as public transportation, hospitals, pharmacies, school-enterprise parks, markets, gas stations, public fee payments, government services, tourism, dining, supermarkets, and convenience stores. This will comprehensively improve the accessibility of mobile payment services in rural areas across various sectors, including daily living, food, housing, and transportation. (3) Strengthen the construction of the village and township grassroots cooperative insurance system. Following the principle of “government guidance, village and community establishment, underwriting investment, and shared benefits”, establish a village-level grassroots cooperative insurance agent system to provide intermediary services for rural areas, including insurance enrollment, claims processing, and policy promotion. Develop and establish an operational mechanism for the cooperative insurance system in rural areas within the district, and improve the grassroots agricultural insurance service network. Second, facilitate the mortgage guarantee for rural property rights
(4) Broaden the scope of rural property rights as collateral for financing.Promote the use of rural collective operational construction land use rights, forest rights, and land management rights, among other rural assets, as collateral for financing. Regularly conduct the certification of rural land management rights and mortgage registration. Encourage equity pledge loans of reserved land, and carry out mortgage loans for biological assets such as living livestock, poultry and crops. (5) Improve the construction of the rural property rights trading platform. Relying on the Zengcheng District Property Rights Service Transfer Management Platform (Fund-Asset-Resource Platform), efforts will be made to improve trading rules, standardize the property rights transfer procedures, ensure smooth legal disposal of collateral and realization of mortgage rights, provide services such as information release, property rights inquiry, and transaction guidance, promote the integration of the Fund-Asset-Resource Platform with financial institutions’ information systems and strengthen the platform’s publicity and promotion efforts. (6) Establish a risk mitigation mechanism.Integrate the risks of rural property rights mortgage financing into the government-backed financing guarantee system. Encourage district-level financing guarantee companies to actively connect with agricultural property mortgage financing projects, establish green channels, and carry out government-backed financing guarantee services. This will strengthen the guarantee and credit enhancement support for the “three rural” sectors through government resources. Third, Establish a diversified financing mechanism
(7) Strengthen financial service guarantees for major urban-rural integration projects.Establish a multi-channel funding mechanism, encourage and guide social capital to invest in major projects related to rural revitalization, beautiful villages, and village-level industrial park renovations. Guide banking institutions to innovate financial products based on the funding characteristics and cycles of key projects to meet financing needs. Encourage and guide state-owned enterprises, high-quality park operators, financial institutions, and investment institutions to establish specialized private equity funds, issue bonds, and utilize other financial instruments to focus on investing in urban-rural integration projects in the district, such as the New Village Demonstration Belt and village-level industrial parks.
First, establish an expert advisory mechanism for major project financing. Create a district-level expert database for major project investment and financing. Invite investment and financing experts from financial institutions and investment organizations to provide comprehensive, customized consulting services on financing models, financial instruments, and other aspects for projects. This will support the construction of major projects in the district, including rural revitalization, beautiful villages, and village-level industrial park renovations. Second, improve the special financing matchmaking mechanism for major projects. Establish smooth and regular channels for matching the funding needs of major projects, such as rural revitalization, beautiful villages, and village-level industrial park renovations, with financial institutions. Promote information sharing and connectivity between district-level major projects and financial institutions to meet project funding needs and accelerate project implementation. Encourage state-owned enterprises to support key district projects by issuing guarantees, optimize the credit environment for engineering projects, reduce financial costs for project participants, prevent and mitigate construction risks, and ensure project quality and safety. (8) Increase credit support.Guide bank credit funds to favor the “three rural” sectors, increase the proportion of medium- and long-term loans, and support the construction of major urban-rural integration projects. Establish an evaluation mechanism for credit fund support for urban-rural integration development. (Led by: Zengcheng Branch of the National Financial Supervision and Administration Bureau; Cooperated by: Banks)
(9) Encourage and guide social capital to support urban-rural integration development.Leverage government guidance funds in Zengcheng District, such as the Fund for Promoting High-Quality Economic Development and the Rural Revitalization Fund, to guide social capital toward high-quality urban-rural integration projects. Attract high-quality venture capital and equity investment funds, directing their investments to small and micro enterprises and the “three rural” sectors, and promote the transfer of scientific and technological achievements to rural areas. (10) Promote direct financing for agricultural enterprises through listing and public quotation.Establish an expert review and guidance mechanism, as well as a management system for a database of listed enterprises. Strengthen the cultivation and support of eligible agricultural enterprises for listing, encouraging them to go public on domestic and international stock exchanges. Guide high-growth, innovative enterprises that are not yet ready for listing to trade and raise funds through the National Equities Exchange and Quotations (NEEQ) system and the Guangdong Equity Exchange Center. (11) Use bonds, REITs, and other financing instruments to support urban-rural integration projects. For projects eligible for bond issuance, increase support for major initiatives, such as agricultural and rural infrastructure construction, urban village renovation, village-level industrial park upgrades, and beautiful village projects, through the issuance of local government special bonds. (Led by: the District Finance Bureau, the District Development and Reform Bureau; Cooperated by: departments of Townships and Sub-districts) Support eligible enterprises in issuing corporate credit bonds, such as bonds for typical urban-rural integration projects. Expand financing channels through asset securitization and real estate investment trusts (REITs) in the infrastructure sector. (Led by: the District Development and Reform Bureau)
(12) Promote “government-bank-guarantee institution” cooperation to enhance credit for financing small and micro enterprises and the “three rural” sectors. Strengthen the capacity of district-level government-backed financing guarantee companies to serve the “three rural” sectors and urban-rural integration projects. Encourage banks and government-backed financing guarantee companies to engage in deep cooperation, sharing financing risks to provide credit enhancement services for urban-rural integration development. Fourth, Continuously optimize and improve the quality of rural financial services
(13) Innovate rural financial services and products. Encourage financial institutions in the district to develop innovative financial services and products targeting the “three rural” sectors, reduce service fees, optimize service processes, and establish differentiated loan interest rate reduction guidelines. Promote active participation by financial institutions in pilot programs for rural property mortgage loans, and encourage the development of dedicated financial services and products for rural property-backed loans. Strengthen loan support for rural production and business entities as well as farmers. (14) Vigorously promote agriculture-related insurance to reduce operating risks in the “three rural” sectors. Actively expand policy-based agricultural insurance by increasing the variety of insurance products and coverage amounts. Promote coordinated development of policy-based and commercial agricultural insurance, encouraging insurance institutions to offer agricultural insurance and innovate products such as price insurance, yield insurance, and income insurance to help diversify agricultural business risks. (15) Improve a professional and efficient financial service mechanism to provide precise industry-finance matchmaking services.Relying on the “Huirongtong” industry-finance matchmaking mechanism, establish a database of enterprise financing needs and inclusive financial products. Classify enterprises based on equity, assets, liabilities, funds, and operational status, and implement precise online and offline matchmaking of financing information. This addresses information asymmetry between enterprises and financial institutions and provides customized financial services for enterprises. (16) Strengthen financial literacy in rural areas and improve residents’ financial competence.Organize financial knowledge outreach teams and use village broadcasting stations, district newspapers, TV and radio, websites, WeChat public accounts, and other media to promote basic financial knowledge in each village. Publicize financial service products, provide financial service consultations, and comprehensively enhance rural residents’ understanding of financial policies, products, and services, while improving their ability to prevent financial risks. Fifth, Strengthen the construction of the rural credit environment
(17) Improve credit information records and establish a credit whitelist mechanism for agricultural operators and farmers.Develop a sound cross-departmental coordination mechanism to collect, integrate, share, and interconnect credit information for agricultural operators and farmers within the district. Build and refine a credit rating system for agricultural operators and farmers, and establish comprehensive district-level credit files for them. (18) Promote the linkage between credit and lending. Guide financial institutions to leverage agricultural operators’ and farmers’ credit files, as well as platforms such as “Xinyi Loan”, to develop dedicated credit-based financial products. Use credit to unlock financial resources, strengthen financing connections with agricultural operators and farmers, and improve access to financing. (19) Provide credit enhancement support for agricultural enterprises. Conduct credit training for agricultural enterprises to improve their awareness of credit risk and strengthen credit management capabilities. Carry out timely credit restoration for defaulting agricultural enterprises to encourage compliance with legal obligations and enhance their credit ratings. Sixth, Safeguard Measures
(20) Strengthen overall coordination. The District Urban-Rural Integration Development Leading Group and the Special Working Group on Rural Property Mortgage and Guarantee Functions will comprehensively coordinate all work related to financial support for urban-rural integration development. Leading units of relevant tasks are required to regularly report to the District Development and Reform Bureau on the progress of financial support for urban-rural integration, including but not limited to work progress, challenges encountered, and next steps. Relevant functional departments should actively cooperate, coordinate, and resolve issues arising in the process of providing financial support for urban-rural integration. Green channels should be established for rural property mortgage work, and administrative procedures should be simplified. (21) Strengthen efforts to rectify irregularities in rural finance.Crack down on illegal fundraising and other illegal or non-compliant financial activities, and resolutely prevent the spread of illegal fundraising into rural areas. Correct behaviors by insurance institutions that mislead customers or create obstacles to claims in a timely manner, guiding them to provide insurance services in accordance with laws and regulations. (22) Strengthen fiscal support. Actively secure agricultural support funds from all levels to promote the development of inclusive finance. The District Finance Bureau will allocate funds annually to ensure the continued operation of rural revitalization financial service stations. Seventh, Other Matters
(23) Enterprises that fail to fulfill their obligations or obtain rewards or subsidies through fraudulent means under these measures will be dealt with in accordance with Article 14 of the Regulations on Penalties for Fiscal Violations. If a crime is constituted, criminal responsibility will be pursued according to the law.
(24) Enterprise credit information can be queried through the “Credit China” website or local credit websites. Enterprises listed as seriously dishonest under these measures, and legally restricted from enjoying government fiscal support or other preferential policies, will not be eligible for the corresponding support under these measures. The scope of the seriously dishonest entities list is determined according to the national and provincial lists of disciplinary measures for dishonesty.
(25) The application materials, procedures, and other details for the rewards and subsidies covered by these measures will be specified separately by the relevant departments through dedicated application guidelines.
(26) The reward policies under these measures cannot be enjoyed simultaneously with other district-level policies of the same category. Eligible applicants may choose one policy for application based on their actual circumstances.
(27) These measures shall come into effect from the date of issuance and remain valid until December 31, 2025. The original Notice of Guangzhou Zengcheng District People's Government Office on Printing and Distributing Several Measures of Financial Support for Urban-Rural Integration Development in Zengcheng District, Guangzhou (Zeng Fu Ban Gui [2022] No. 7) is hereby repealed.
