Water supply enterprises in Zengcheng District：

　　To promote the development of urban water supply and conserve and protect water resources, in accordance with the spirit of documents such as the "Notice on Issuing the Implementation Measures for Urban Water Supply Price Management" (Yue Fa Gai Gui 〔2022〕5) issued by the Guangdong Provincial Development and Reform Commission and the Guangdong Provincial Housing and Urban-Rural Development Bureau, after extensive solicitation of opinions, organizing price hearings, and obtaining approval from the District Party Committee and District Government, we hereby notify the relevant issues regarding the adjustment of tap water prices in our district:

　　I. Scope of Application

　　The price of tap water supplied by the water supply enterprises in the service area of Zengcheng District.

　　II. Implementing a Differentiated Water Pricing Policy

　　(1) Improve the tiered pricing system for residential water use.

　　1.Residential water use with tiered water volume base. For households with a population of 4 people or less, the upper limits of the first, second, and third-tier water volume bases are 26 cubic meters (inclusive), 32 cubic meters (inclusive), and above 32 cubic meters, respectively. For users with more than 4 people, each additional person will increase the upper limit of each water volume base by 6 cubic meters.

　　2.Declaration of Additional Residents：The number of residents for tiered pricing calculation must be verified using valid documents such as household registration books, marriage certificates, birth certificates, or residence permits.No additional proof from neighborhood or village committees is required.Each resident may only register at one residential address; duplicate registrations are prohibited.Implementation follows the Notice of the Guangzhou Development and Reform Commission on Clarifying the Calculation of Residential Tiered Water Pricing (Sui Fa Gai Han〔2025〕No. 630).

　　(2)Implement a system of progressive surcharges for non-resident water use (including special water use) that exceeds the quota (plan).

　　In order to give full play to the incentive and restraint effect of price leverage, the system of progressive price increase for non-residential water use (including special water use, the same below) exceeding the quota (plan) will be fully implemented. For non-residential users, the unit water consumption exceeds the water quota (generic value) or the water use plan, the part exceeding the use will be subject to a progressive price increase. The part of water use exceeding the quota (plan) within 20%, the water price will be charged at 1 times of the standard water price of the classified user; the part of water use exceeding the quota (plan) from 20% to 40% (inclusive), the water price will be charged at 2 times of the standard water price of the classified user; The part of water use exceeding the quota (plan) by more than 40% will be charged at 3 times of the standard water price of the classified user.

　　III. Adjusted Water Price Standards

　　Different water prices are applied to different uses of urban water supply. The comprehensive basic water price of water supply enterprises in the whole area is adjusted to 2.35 yuan/cubic meter. According to the classification of water use, water use is divided into three categories: residential water use, non-residential water use, and special water use. For specific price standards, see the table below:

　　IV. Preferential Policies

　　(1) According to the requirements of the document "Notice on the Implementation of the Policy on Consumption Subsidy and Exemption for the Masses in Difficulties" issued by the General Office of the People's Government of Guangzhou City (Guangzhou Municipal Government Office Regulation No. 14 of 2022), the original water price standard will remain unchanged for low-income residents' families who hold the "Guangzhou Urban and Rural Residents' Minimum Living Security Certificate", the "Guangdong Province Minimum Living Security Edge Family Certificate", and the "Special Difficult Persons Assistance and Support Certificate". Specifically, residents' domestic water consumption below 7 cubic meters per person per month (including 7 cubic meters) will be charged at a terminal price of 0.70 yuan/cubic meter, and the excess part will be charged at the first-tier water price standard for residents.

　　(2) The preferential policies for martyrs' families and preferential care objects will be implemented, and the original water price standard will remain unchanged. Specifically: for each person, the water consumption per month is less than 7 cubic meters (including 7 cubic meters) of residential living water is charged at the end price of 0.70 yuan/cubic meter, and the excess part is charged at the standard of the first stage of residential water price.
    (3) For the water used in social welfare places such as nursing homes and institutions for the disabled, in childcare service institutions, in service outlets of housekeeping companies, in places of religious activities, in working houses of community organizations and in public service facilities of communities, the residential water price of the first tier shall be applied.

(4) The above adjustments to preferential policies shall be implemented in accordance with the latest regulations of the relevant national, provincial and municipal departments.
    V. This notice shall be implemented from June 10, 2025, for a period of five years. In case of any inconsistency between the previous water price policy and this notice, this notice shall prevail.
